Recent Professional Narrative:

Alan R. Kugler is the principal at PA Futures, a Pennsylvania statewide consulting organization he established in 2002 to take advantage of his experiences and skills.  In this capacity, Alan helps citizens, public officials, and civic and business leaders throughout the Commonwealth to improve community vitality and quality of life through civic and governmental cross-jurisdictional collaboration and coordination backed by sound information for policy decision-making.  He provides goal-directed research, analysis, facilitation, coordination, consultation and technical assistance on a wide range of policy issues.  From 1989 to 2002 Alan was Executive Director of the Pennsylvania Economy League (PEL), Northwest Division.  During Alan's tenure at PEL and PA Futures he has managed many significant and successful projects and programs, including (among many others):

  • Consultant for Erie Area Intergovernmental Cooperation Feasibility Study and numerous Erie projects.
  • Consultant for formation and administration of Councils of Governments in the Erie, Tuna Valley (Bradford), Warren, Corry, Meadville, and Forest Hills (Cambria County) areas.
  • Consultant for development of enhanced 9-1-1 plans in Erie, Cameron, Allegheny, Warren Counties.
  • Consultant to the citizens of St. Marys Borough and Benzinger Township, Elk County, for consolidation and transition into the new City St. Marys.
  • Consultant to the citizens of Fairview Borough and Fairview Township, Erie County, for consolidation and transition into the new Township of Fairview.
  • Consultant for formation and facilitation of the Bradford Area Alliance, Warren Regional Partnership, and Leadership Warren County.
  • Consultant for the Shenango Valley Intergovernmental Study Committee, Conemaugh Valley Intergovernmental Study Committee, and West Middlesex Borough and Shenango Township consolidation consideration project.
  • Consultant to Cameron County for consideration of creation of a single county / municipality.
  • Consultant to Venango County for economic development planning.
  • Consultant to RenewPA and 10,000 Friends of PA, and the State Planning Board Governance Committee, for developing recommendations for administrative and legislative changes supporting improved functional and structural intergovernmental cooperation throughout the Commonwealth.
  • Consultant to the Mon Valley Progress Council for a very large intergovernmental planning effort in the Mid-Monongahela Valley area of Pennsylvania.
  • Consultant to the Western Central Crawford County Water and Sewer Planning Task Force.
  • Consultant to PA Association of Councils of Governments for Strategic Plan Implementation.
  • Consultant to Franklin and Washington Townships, Erie County, for Joint Services Analysis.
