All across Pennsylvania the boundaries of our local municipal governments often do not encompass complete
communities. Places such as Erie, Warren, Bradford, Williamsport, Altoona, Johnstown, State College, Harrisburg, and
nearly all of our cities, boroughs and towns, are much larger than their namesakes.

This document is a Strategic Plan for the Pennsylvania Association of Councils of Governments (PACOG). The intention
is to improve and strengthen PACOG, Councils of Governments, and intergovernmental cooperation throughout the Commonwealth.
Through this Plan, PACOG is establishing anew its purpose, goals, objectives, and implementation strategies and actions.

Erie Area Council of Governments Functional Cooperation Project
|
|
This project has facilitated governmental consideration of planning
for actions to support a more vital and vibrant Erie region. The proposed
actions call for enhanced shared services and functional combining of
services among the Erie County municipal governments, and also County
government.

Millcreek Township Water Project
|
|
The purpose of this project is to help resolve an issue many believe
to be a significant impediment to regional cooperation, economic development, and delivery of cost effective services. At
issue is the higher rates paid for water by the Millcreek Township Water Authority (MTWA) customers, compared to those in
Millcreek Township who are served directly by the Erie City Water Authority (Erie Water Works, EWW).
The specific goal is to identify means to bring about greater equity
of rates and equality of rates for water in the portions of the Township served by the MTWA compared to EWW rates.

Mid Mon Valley Smart Government Initiative, Phase 1
|
|
More often than not, communities span several municipalities. Many
of the municipalities are quite small in land area and population and have great difficulty providing even the most basic
services. In addition, many of the municipal governments suffer serious financial difficulties. Many also cannot obtain adequate
numbers of persons to serve on their legislative bodies, boards and commissions. The Mid Mon Valley region of Pennsylvania
is no exception to these challenges... It is imperative that we in the Valley more readily cooperate
in the provision of public services, and make structural changes for improving services.
